Steinberg, State Water Council to Meet at Earthplace Thursday

State Rep. Johnathan Steinberg (D-Westport) and the state Water Planning Council (WPC) have scheduled a public meeting on the state water plan for Thursday at 6:30 p.m. at Earthplace at 10 Woodside Lane.

The plan report is a result of legislation passed in 2014, Public Act 14-163, to address the absence of a comprehensive statewide water plan.

The WPC has recently submitted a draft of the water plan for public review, so that residents, businesses and other stakeholders have an opportunity to provide feedback before it is finalized early next year, officials said.

The plan can be reviewed at http://www.ct.gov/water. State officials said interested parties can review the draft plan and provide comments through Nov. 20.

Malloy Hails EPA Decision to Tighten Restrictions on Smog

Washington – Gov. Dannel P. Malloy today lauded the U.S. Environmental Agency’s reversal of its decision to delay a new rule that would lower the level of ozone emissions permitted from fossil-fuel burning, such as the exhaust from auto tailpipes and power plant smokestacks.

The new Obama-era rule was scheduled to be implemented on Oct. 1, but EPA Administrator Scott Pruitt decided in June to hold off implementing that rule for about a year to study its impact. A provision in the Clean Air Act allows for the delay of implementation of new regulations if the agency needs to collect more information.

Late Wednesday, Pruitt decided to allow the tougher standards for ozone emissions to be put into place as scheduled.

“This reversal of direction bodes well for the people of Connecticut and for all those fighting for clean air in America,” Malloy said.

“It’s not unexpected,” Cooper said. “There’s no reason to panic because it happens every year.”

He added that the mosquito captured from a CAES collection point July 18 on North Avenue, one of two collection stations in town, “is the bird biting mosquito.”

“So, it takes a bit of time for it to jump into the mosquitoes that predominantly bite humans,” Cooper said. “But it will happen, and it will happen before the end of the summer.”

West Nile Virus Infected Mosquito Found in Westport

The Connecticut Agricultural Experiment Station (CAES) said today it has identified West Nile Virus (WNV) infected mosquitoes in four new towns including Westport.

The Westport mosquito was captured July 18 at the state’s collection point on North Avenue, a news release said

Infected mosquitoes were also found in Greenwich, South Windsor, and Stratford, it said.

The latest infected mosquitoes were trapped from July 12 to July 19. More WNV positive mosquitoes were also identified in West Haven where the virus had been previously found in late June, the first this year.

‘Net Zero by 2050’ Petition Underway

Westport’s Green Task Force (GTF) today urged residents to sign a petition asking the town to commit its best efforts to becoming a “net zero” energy and waste community by 2050.

Net zero energy is a concept in which the community as a whole creates more energy through renewable sources than it uses.

The organization also asked residents to sign it soon since it is on the Representative Town Meeting’s (RTM) agenda for Tuesday, July 11.

The petition, which can be found HERE, has already been signed by members of the Board of Selectmen, town boards and commissions.

Connecticut Joins Alliance Committed to Paris Climate Accord

Connecticut became one of the early states to rebuke President Trump’s disavowal of the Paris climate accord with a decision today by Gov. Dannel P. Malloy to join a fast-growing coalition of states, cities, businesses and universities intent on ensuring the U.S. still acts to reduce greenhouse gases.

Malloy, the chairman of the Democratic Governors Association, joins the Democratic governors of California, New York and Washington state in the United States Climate Alliance, a group quickly organized Thursday by former New York Mayor Michael Bloomberg and others in the wake of Trump’s announcement the U.S. would stand apart from the world’s nations on the issue of climate change.

Massachusetts Gov. Charlie Baker, a Republican who declined to support Trump or attend the Republican National Convention, signed on later today, according to the Boston Globe.

The decision was an easy one for a governor in Connecticut, a state with a long history of bipartisan support of efforts to reduce greenhouse gases. Gina McCarthy, a top advisor to the Obama administration on the issue, was the state’s top environmental regulator under Malloy’s predecessor, Republican M. Jodi Rell.

Westport Company to Build Southport Senior Living Facility

Westport-based Maplewood Senior Living announced today that it has closed on a 27-acre parcel of land in the heart of Southport where it will build a new luxury, three-story, 98-unit assisted living and memory care community.

Preparation of the site, just over a mile from the Westport-Fairfield border, will begin immediately with the intention to begin construction this summer, an announcement said.

The project, to be known as Maplewood at Southport, includes restoration of wildlife and the Mill Pond dam area, location of a former Ice House. The area overlooks the scenic Mill Pond in the Mill Hill neighborhood adjacent to Mill Hill Elementary School.

The development of a 92,000-square foot senior living community will evoke the tradition of the rambling Adirondack and coastal New England grand resort hotels of the early 20th century, the announcement said.
