Historic Request

Some Roosevelt Road residents want their Compo Beach enclave to win historic status, and on Tuesday, May 10, at 7 p.m. Westport’s Historic District Commission (HDC) is scheduled to review the neighbors’ request. The HDC will also be asked to accept a report reviewed by the Connecticut Historical Commission and the Westport Planning and Zoning Commission. Dave Matlow for WestportNow.com

  1. What is historic about this street? The age and architecture and updating of homes on Roosevelt is already a real hodgepodge. Further, this street is in a documented flood zone. What about FEMA requirements? Aren’t owners in other parts of the beach area as well as other flood zones in town supposed to raise their homes when major renovation is done? Will this beach side street be exempt from FEMA regs? If so, this just places a much greater burden on other Westport homeowners who live in flood zones to comply with FEMA so that the town doesn’t lose its discount status. Something is really strange here. I think this is a ploy by Roosevelt homeowners to have a reduced tax status—on a street where the homes now sell for $2 million and up. They just dont want their taxes to go up with the new assessment and are trying to get the P&Z and Historic Comm to go along.

  2. Flood Zone is correct….the bigger question is: why is the Historic District Commission allowing its mission to be corrupted; i.e. allowing a few Roosevelt residents to hide their true objective (i.e. not pay their fair share of property taxes) in the facade of a historic district designation?

  3. How does the historic district designation affect property taxes?  Is there a local program that I am not aware of?  Could someone cite the information

  4. In response to “Question”: The short answer is no, but I would strongly advise you to consult your own tax counsel. There is no special dispensation or program offered by the Tax Assessor’s office where they either increase or reduce the property taxes based on historic district designation. I believe there is a misconception by some people that their taxes will not increase as much if they are in an historic district, but there is no evidence of this.

You should also be aware that studies done to determine the impact of historic district designation on property VALUES are inconclusive, as there are a numerous factors that impact property values. Hope this helps.
