The SEC alleges that I Joseph Massoud, who founded investment advisory firm Compass Group Management on Post Road East, engaged in insider trading ahead of the sale of Patriot Capital Funding Group based on nonpublic information he learned at the helm of a firm involved in the bidding process.
It said Massoud, who has neither admitted nor denied the SEC’s claims, gained access to nonpublic information contained in an online “dataroom” where bidding companies could learn more about Patriot Capital’s financial condition.
For access to the data, Compass Group had to enter into a confidentiality agreement that prohibited its employees from buying Patriot Capital stock, the SEC said.

“We have a unique opportunity here,” Gagliano told about 20 persons assembled in the Town Hall auditorium tonight at the committee’s first evening public meeting. “The time is now, so we’re here tonight to hear from you, the members of the community, to tell us what your concerns are because it’s an important path we’re walking together.”
Formed by First Selectman Gordon Joseloff in March to plan the revitalization of the downtown while integrating planned projects such as Bedford Square, National Hall’s redevelopment, the library’s planned expansion and a cinema, the seven-member committee is now in the process of raising $150,000 to hire a consultant to draw up a master plan.
To reach that amount, Gagliano says the committee plans to raise $75,000 by Jan. 1 and seek the rest from the town. He said Downtown 2020 already has $17,000 in its coffers, including today’s $10,000 gift from the Westport Chamber of Commerce.
Budget Chief Won’t be Nailed Down on Taxes
By Keith M. Phaneuf
Gov. Dannel P. Malloy’s budget chief spent the better part of three-and-a-half hours today playing verbal dodge ball with state legislators about his boss’ feelings about tax increases as a possible solution to the growing gap in state finances.
But Office of Policy and Management Secretary Benjamin Barnes would only go so far as to reinforce Malloy’s already stated intention not to raise taxes—stopping well short of offering any pledge or guarantee.
Barnes also declined to commit on a myriad of other revenue-raising scenarios that some might argue are equal to a tax increase, while others might not.
“I have no intention” of raising taxes, Barnes told members of the Appropriations and Finance, Revenue & Bonding committees as fiscal analysts outlined their projections for the current fiscal year and the next two. “I will not, I shall not, I do not wish to.”
