P&Z Approves 793 PRE Development, 35 Elm St.

By a vote of 4 to 2 in a work session early today, Westport’s Planning and Zoning Commission (P&Z) approved a special permit and site plan for a mixed use development at 793 Post Road East.

White Plains, N.Y.-based developer David Mann of DMC LLC plans two, 10,000-square foot mixed use buildings facing Post Road East and four townhouses in the rear of the property, which is located in a general business district (GBD), Residential A, inclusionary housing zone.

The plan calls for 28 rental apartments, six of them affordable, including 12 two-bedroom townhouse units, plus retail and office space. The site is next to Westport Wash and Wax at 791 Post Road East.

P&Z members Catherine Walsh and Al Gratrix were the dissenters. The seventh member Chip Stephens had left prior to the vote.

There are currently 53 active newly built listings throughout town with an average price of $2,664,782.

Some areas have more new homes than others, and not necessarily because the market is slower in those neighborhoods. It has more to do with opportunities that present themselves to builders.

For example, there are 38 homes available in Greens Farms, and 23.7 percent of the neighborhood’s inventory consists of new construction, with an average price of just over $3.1 million.

Up until last week, buyers really had no way to find out which homes were about to come on the market.

Effective March 1, our Multiple Listing Service provider has implemented a new status that allows these homes to be entered into our system with a “Coming Soon” status.

Absent of that status, only a select few knew that a home would be coming on the market shortly.

Developmentally Disabled Home Planned for Riverside Ave.

By James Lomuscio

A planned group home for the developmentally disabled next to the Saugatuck Elementary School (SES) tonight brought cheers from town officials and concerns from neighbors at a Planning and Zoning Commission (P&Z) meeting.

In the end the commission voted unanimously to give a positive report on what is known as an 8-24, requested by First Selectman Jim Marpe, to sell the town-owned, 1882-built Queen Anne home at 136 Riverside Ave. for $615,000.

According to former Selectwoman Hellen Garten, who made tonight’s request on behalf of the administration, the town had purchased the home on .55 acres in 2000 with plans for school and town use.

A parking lot was built behind it, and the building housed a school system technology center.
