The National Weather Service in Upton, N.Y. issued the following special statement shortly before 6 p.m.:

Dangerous blizzard conditions developing in the New York City metropolitan area and parts of the lower Hudson Valley and southwest Connecticut.

Bands of heavy snow will continue through 8 p.m. The heaviest band setup now extends from northeast New Jersey and New York City northward into western Putnam County.

Other bands of heavy snow were forming just to the east over Nassau and southern Fairfield counties. These bands may remain nearly stationary over the next few hours.

Snowfall rates of 1 to 2 inches per hour are expected and occasionally 2 to 4 inches per hour as these bands briefly intensify.

North winds will rapidly increase this evening to 20 to 30 mph with frequent gusts 35 to 45 mph.

The combination of heavy snow and increasing winds will create widespread blizzard conditions with considerable blowing and drifting of snow and frequent whiteout conditions.

Motorists should avoid all unnecessary travel. If you must travel, exercise extreme caution and take along a winter survival kit.

A Blizzard Warning remains in effect.
