Herbert S. Sacks, 84

Herbert S. Sacks, a clinical professor of child and adolescent psychiatry at Yale School of Medicine, a past president of the American Psychiatric Association, and an international medical consultant, died Aug. 30 in New Haven. He was 84.

Dr. Sacks, who maintained a private practice at 260 Riverside Ave., Westport until his death,  was a longtime leader of professional psychiatric organizations, first in Connecticut, and then nationally. In this capacity, his broad concern was how modern psychiatry is represented in society.

His contributions to the understanding of such issues as patient advocacy and confidentiality have informed social policy. As president of the Connecticut Psychiatric Association, he led a successful campaign to mandate group insurance coverage for outpatient psychiatric treatment, the first such state legislation in the country.

In 1997, as the president of the American Psychiatric Association (APA), he spearheaded a national initiative for mental health parity in insurance coverage as part of a policy of universal access to mental health care,.

Petition Targets P&Z Theater Amendment

UPDATE (clarifies Bradley statement) While a radio talk show host argues Westport’s Planning and Zoning Commission (P&Z) “wants to allow 60-foot tall movie theaters” downtown, the town’s planning and zoning director says that’s not the intent of its proposed amendment.

Zoning Director Laurence Bradley stressed that if the amendment passes, the 60-foot high theater would be permitted but not required. He also said the amendment does not guarantee such a tall building would be approved by P&Z as part of a site plan.

Lisa Wexler, host of Cox Radio’s “The Lisa Wexler Show” on WSTC-AM and WNLK-AM, is taking aim at the P&Z proposed Text Amendment 637 scheduled to be heard tonight. She has launched a petition drive on her website and aims to present signatures to the P&Z at its meeting.

“Westport’s Planning & Zoning Commission wants to allow 60-foot tall movie theaters with up to 50,000 sq. ft. of interior space in the downtown area,” her petition reads. “While we all want a movie theater, we think that this idea will ruin Westport’s quaint, historic character and will open the door to other oversized buildings.

Flood Warning Issued

The National Weather Service in Upton, N.Y. has issued a flood warning for Westport and area until 10:30 a.m.

It said between 1 to 2 inches of rain have fallen during the overnight hours as persistent rain moves through the area.

The forecast calls for periods of showers and possibly a thunderstorm, mainly before noon, then a chance of showers and thunderstorms after noon. Patchy fog before noon. High near 74.

East wind around 9 mph. Chance of precipitation is 80 percent. New rainfall amounts between a tenth and quarter of an inch, except higher amounts possible in thunderstorms.

Woman Escapes Injury in Rollover

A Westport woman escaped serious injury late Wednesday night when her car rolled over on Greens Farms Road, police said.

She was out of the car when firefighters arrived on the scene near Sherwood Farms Road shortly after 11 p.m.

Rain was falling at the time, but it was not known whether it was a factor in the crash.

A wrecker removed the car at 12:20 a.m.

Flood Advisory Issued

The National Weather Service in Upton, N.Y. tonight issued a flood advisory for Westport and area until 1:15 a.m. Thursday.

At 11:12 p.m. bands of moderate to heavy rain with embedded thunderstorms were tracking north through the region with rainfall rates of 1 to 2 inches per hour.

Excessive runoff from this activity will cause flooding of urban areas, highways, streets and underpasses as well as other drainage areas and low lying spots.

Small creeks and streams will flood quickly possibly covering roads and flooding nearby low areas.
