Westport Teardowns Jumped 43 Percent in 2004

The number of demolition permits issued in 2004 in Westport jumped 43 percent—to 106 compared to 73 the year before, Building Department figures showed today. 0103054SmmokyLanegone260.jpg

Local real estate agents said favorable interest rates plus the shortage of buildable land in the community accelerated the demolitions, which have been featured in WestportNow’s “teardown of the day” series since last October.

In 2002, there were 75 demolition permits issued.

The last demolition permit issued in 2004 was on Dec. 29 for 2 Lowlyn Road, which was featured as WestportNow’s teardown on Nov. 16.

A day before, the department issued a permit for demolition of a home at 4 Smoky Lane, off of Hillspoint Road. The 1951 home, featured by WestportNow Nov. 19, was taken down soon afterward. The owner, meanwhile, had built a new house elsewhere on the 1-acre lot and occupied it in October.

Westport Home Prices Up Almost 20 Percent in Past Year

The average Westport home sold for 19.9 percent more in the first nine months of this year compared to last year, according to statistics compiled by the Multiple Listing Service (MLS).

The average price rose to $1,319,518, from $1,100,145, while the median price rose even higher—21.9 percent to $1.1 million, from $902,500. The final average list price for homes was $1,370,304.

Single-family sales soared 28.2 percent to 405, from 316 in Westport, the report showed.

Condo sales more than doubled to 45, from 21 the year before. The average price was up 36.7 percent to $718,027, from $525,076.

Main Street Building Changes Hands in $9.4 Million Sale

A Westport Main Street building, No. 145 currently occupied by J. Crew, has been sold for $9.4 million to a Greenwich buyer. A real estate source said the pricetag was a record for two floors of retail space on Main Street with the buyer paying more than $1,000 a square foot. J. A Westport real estate partnership is getting a new partner.

KMS Partners, LLC, Wade Shavell of Westport, Sheila Keenan of Westport, Laurie Morris of Weston, and Dorita Barrett of Westport today announced that Karen Scott will become a partner in the group effective in January.

That’s the question raised by today’s Hartford Courant which said luxury builders across the state see a shift away from the large mansions so popular just a few years ago.

Many buyers are instead asking for smaller, but still pricey, homes with unique architectural details and the latest technological innovations.

While they still want spacious dwellings, a growing number of upscale home buyers - now estimated at 20 percent—are now asking for 4,000- or 5,000-square-foot houses instead of 8,000-square-foot mansions, the newspaper said.

Westport Board of Selectmen Approves Tax Deferral Plan

Westport’s Board of Selectmen, trying to ease the financial pain of residents caught up in the building permit backlog in the assessor’s office, has approved a plan allowing some homeowners to defer payment of taxes owed to the town.

The plan, approved at a lengthy meeting Wednesday night, would allow property owners with a total incremental tax of $5,000 or more and with a home with an updated gross assessed value not exceeding $750,000 to defer taxes for an additional year beyond April 2005.

Those taxpayers owing less than $5,000 will be granted an additional payment period only upon filing of an affidavit and a showing of unusual financial or other circumstances.

The policy adopted by the board said “every effort will be utilized by the board to preserve the confidentiality within the limits of the law, including referring to filings by property address.”

Farrell Announces Resignation of Deputy Assessor Kevin Murowsky

First Selectwoman Diane G. Farrell today announced the resignation of Kevin Murowsky as Westport deputy assessor. 

In a brief statement, Farrell said Assessor William Gaffney will be posting a job opportunity notice for the position in the coming days. 

Farrell put Murowsky on paid administrative leave July 12, four days after she was notified that a Town Hall office was missing $500 in cash and $2,000 worth of electronic equipment. (See WestportNow July 20 ,2004)

While Farrell did not directly link Murowsky to a police investigation of the theft, a Town Hall source has told WestportNow that he was being questioned in the probe.

RTM Approves $673,500 for Physical Revaluation

The Representative Town Meeting, after more than an hour of debate, Tuesday night approved spending $673,500 to hire a firm to conduct a full physical revaluation of all of Westport’s real property.

The 32-1 vote (Margaret McHenry opposed) endorsed a bid by Vision Appraisal Technology of Northboro, Mass., the largest New England-based supplier of revaluation services, over a lesser bid of $554,500 by Cole Layer Trumble of Dayton, Ohio, the nation’s oldest and largest mass appraisal firm.

William Gaffney, the town’s assessor who began work June 21 after being hired from Milford, said even though the Vision bid was higher, he favored it because of the combination of its software and services it offered.

Cole Layer Trumble is currently working for the town to clear up a backlog of almost 1,700 building permits, some dating back to 1998, which had not been added to the town’s Grand List by the assessor’s office. (See WestportNow, July 21, 2004)
