Services for Domestic Violence Victims Stretched Thin

On any given day, dozens of women in Connecticut seeking help to get out of abusive relationships will be denied services or put on a waiting list for assistance with housing, counseling, transportation or legal services.

Many of them have children.

“Domestic violence has deep and lasting effects on children,” Joette Katz, commissioner of the state’s child welfare agency, said today. “We have very complex and difficult work to do.”

Child advocates say that these unmet needs –- mapped out annually in a census of Connecticut’s network of programs—show that the state still has a lot of work to do to ensure that children are shielded from family violence.

Y Tops Off New Home

About 40 friends and top donors attended the topping off beam ceremony today at the new Camp Mahackeno home of the Westport Weston Family Y, according to Family Y president Rob Reeves. Many signed the beam today and over the past few weeks, about one-third of them under 10 years old, said Dan Drake, Turner Construction project manager.  He said the beam will be visible even when the structure is completed because it is in an overhead area of the mechanical room where there is no ceiling. RTM Approves Four-Year Police Contract

After 13 months of working without a contract, Westport Police Local 2080 got a four-year pact approved by the Representative Town Meeting (RTM) Tuesday night, an agreement Finance Director Gary Conrad says will save the town $550,000 in insurance costs due to revamped deductibles.

The RTM voted 23 to 0 with member Don Bergman abstaining from voting on the contract, the first year of which is retroactive to the past fiscal year.

According to Conrad, the contract, which runs from July 1, 2012 through June 30, 2016, calls for no increase the first year, a 2 percent increase the second year and 2.5 percent jumps the third and four years.

“We got the insurance changes in,” Conrad said about the new health savings account (HSA) benefits, for which the town will pay half of the deductibles, the union members responsible for the other half.

Minute Man Monument Historic Designation Sought

Despite the sentinel’s 100th anniversary three years ago, a celebration replete with a Colonial reenactment of a Minute Man firing a black powder musket, Westport’s Minute Man statue is not listed as a historic property. Neither is the stonewall-lined, 20-diameter island on which it is perched.

Because of that, the Historic District Commission (HDC) at the urging of First Selectman Gordon Joseloff, is asking the Representative Town Meeting (RTM) to grant the statue and and island historic preservation status and to have it called the Minute Man Monument. HDC Chairman Francis Henkels appeared before the RTM Tuesday night to make his pitch in the legislative body’s first reading of the proposed amendment.

“Last night was clearly about establishing it as a local, historic property,” Henkles said.

“There are two basic reasons for it,” he added. “The first is to have Historic District Commission oversight to any changes. The second is to have access to restoration funds from the state.”

Virginia A. Arnett, 87

Virginia A. Arnett of Shelton, a former Westport resident, died July 29. She was 87.

The wife of Charles Arnett, she was born in Chicago on Sept. 16, 1925, daughter of the late Michael and Anna (Hadzima) Malata.  She lived in Shelton for more than 27 years after moving from Westport.

She is survived by daughters Carolyn A. Shillington and her husband Jerry, Catherine A. D’Aulizio and her husband Tom, Cynthia A. Pleasant and her husband John, and Cheryl A. Zebendon and her husband Randy. She also leaves nine grandchildren, Steven and Nina, Cara and Craig, Veronica and Ian, Andrew, Alison, and Scott, as well as four great grandchildren, Nicolas, Anilyn, Antonio, and Adrian, and several nieces and nephews. She was predeceased by several brothers and sisters.

Friends may greet the family at the Riverview Funeral Home, 390 River Road, Shelton, on Thursday, Aug. 1 from 9:30 a.m. to 11 a.m.  Her funeral procession will then leave for a Mass of Christian Burial at St. Lawrence Church at 11:30 a.m. Burial will be private. Memorial contributions can be made to Birmingham Foundation-Back to School, PO Box 658, 435 East Main St., Ansonia, CT 06401 in support of The Umbrella Center “Adopt a Child” program.

Sue K. Johnson, 73

Sue K. Johnson, wife of the late Warren W. Johnson, of Old Saybrook and formerly of Westport, died July 29 after a brief illness. She was 73.

Daughter of the late Frank and Sophie Kapanowski, she was born Nov. 3, 1939 in Chicago and attended Loyola University in Chicago.  It was in Chicago where she met, and later married her husband Warren. 

They later settled in Westport where they lived for more than 30 years.  She was a member, and former president of the Westport Young Women’s League.

Later settling in Old Saybrook, she enjoyed gardening her roses and tomatoes, spending time with her walking group, and socializing with many friends and neighbors.  She was an active member of St. Mark the Evangelist Church in Westbrook.

Republicans Hold Early Financing Lead

With an early start last November, Jim Marpe, the Republican candidate for Westport first selectman, and running mate Avi Kaner, are in the lead for raising funds for Westport’s first selectman race, according to campaign filings in the Town Clerk’s office.

Since their committees formed prior to July 1, the first of three campaign finance filing dates, Marpe and Kaner are the only candidates for public office in Westport whose financial statements are available.

So far, according to the documents submitted to the Town Clerk’s Office, Marpe has $30,324 left in his financial war chest out of $37,585 raised as of June 30.

“Some of the money has been spent, and we have since continued to raise additional funds to help present our message,” said Marpe.

Ruth R. Howson, 92

Ruth Rebecca “Becky” Howson of Westport died July 24 in Norwalk Hospital as a result of injuries sustained in a fall. She was 92.

The granddaughter of German and Irish immigrants, she was born May 12, 1921 in Lakewood, Ohio.

Her father, Michael Dowling, was a conductor on the interurban railway, her mother, Mae Müller, owned a boarding house. A top student, she was offered a full scholarship at Case Western Reserve but was unable to attend, something her family said she regretted all her life.

Instead, she went to secretarial school and worked at the Cleveland Cliffs Iron Company until her marriage to Harold Bruce Howson, a freelance commercial artist.

Senate Confirms Westporter Comey as FBI Head

The U.S. Senate today confirmed Westporter James B. Comey as President Barack Obama’s pick to head the FBI. The vote was 93-1.

Comey, 52, who has told friends he will remain a Westport resident where he lives with his wife and five, children will replace Robert Mueller, who has led the bureau since shortly before the Sept. 11, 2001, attacks.

The roll-call vote began minutes after Republican Sen. Rand Paul lifted a hold on the nomination, which he did when the FBI met his demand by answering questions about the domestic use of drones, unmanned surveillance aircraft.

Paul said in a statement that he disagreed with the FBI’s position that it does not have to get a warrant to deploy a drone, but he ended his hold because the agency responded. Paul cast the lone vote against confirmation.

Two members of the Staples High School Girls Golf Team were the medalists today at the Borck Jr Golf Tournament hosted by the Patterson Club in Fairfield. Two-time defending champion Faith Garcia (l), a Staples captain, was the overall medalist with a 78, and Anelise Browne carded an 85 as the 15 and under medalist. The girls advance to round one of match play Tuesday and hope to advance to round two in the afternoon. Finals are Wednesday, and Staples has a good chance of representation in the finals as two other Staples captains, Mary Bennewitz and Christie Cantor, also advanced. Comings & Goings: Claire’s Closes on Main Street

Claire’s, the fashion accessories and jewelry store for young women at 45 Main St. in Westport, has closed. According to an employee at neighboring L’Occitane, “I came to work one day and they were gone.”  The manager of the Claire’s store in the Stamford Center said its Westport presence “has been at least 10 years.”  She said she had no idea why it closed. New Y to be ‘Topped Off’ on Wednesday

A crowning beam of 20-foot steel signed by Westport Weston Family Y staff, volunteers and major donors will be installed within the Y’s new facility under construction at its 32-acre Mahackeno Campus on Wednesday, Y officials announced.

Work crews from United Steel will “top off” the Adirondack-styled building, a $38.5 million project, “a modern new center of health, wellness and fellowship for our community,” said Y spokesman Scott Smith. The topping off ceremony will take place at 1 p.m.

Y CEO Rob Reeves said that administrators will be on had to answer any question about the new facility that is expected t be completed in September 2014.

Mahackeno is located at 13 Sunny Lane, and parking for the event is in the lot adjacent ot the northbound ramp of the Merritt Parkway’s Exit 41. For further information, call (203)226-8981.
