Fugitive Suspect’s Girlfriend: ‘He Was Not Fleeing’

By James Lomuscio

The girlfriend of the California fugitive wanted for sexual abuse of a minor—and arrested by Westport police at Stop & Shop on Monday—insisted today that 38-year-old Jean-Paul Boroweic was not fleeing and had no knowledge of a warrant for his arrest.

“There was no fleeing,” said Pamela Josephine Wall. “He was coming back here with his girlfriend.”

Wall, a 42-year-old Westport real estate agent who said she has known Boroweic for five months, made her comments hours after Boroweic was arraigned at Norwalk Superior Court. His bond remained at $500,000, and he agreed before Judge Bruce Hudock to be extradited back to California on Sept. 2.

For the past nine years Wall has been the owner of Cool Cribs Real Estate LLC, 606 Post Road East, whose website said the firm also has an office in Marina del Rey, Calif.

Westport Mosquitoes Test Positive for West Nile Virus

UPDATE The State Mosquito Management Program today announced that mosquitoes trapped in two locations in Westport on July 21 tested positive for West Nile Virus (WNV).

There was also a positive test on July 20 in New Britain, a news release said. The results were the first positive mosquitoes identified in Westport and New Britain by the Connecticut Agricultural Experiment Station (CAES) this year.

Mark A.R. Cooper, director of health for the Westport Weston Health District, said the findings—which came two weeks before last year’s first positive finding in the district—did not come as a surprise.

He said mosquitoes testing positive for West Nile Virus have been identified in towns around Westport in the past few weeks and that he expects more such reports from towns in Fairfield County in the weeks ahead.

Fugitive to be Extradited Sept. 2

By James Lomuscio

The California fugitive wanted for sexual abuse of a minor—and arrested by sharp-eyed Westport police officers at Stop & Shop on Monday—will remain behind bars until he is extradited Sept. 2, a Norwalk Superior Court judge ruled today.WestportNow.com Image

Judge Bruce Hudock ruled that 38-year-old Jean-Paul Boroweic’s bail remain at $500,000 even though Public Defender Matthew Popilowski had asked for a $50,000 surety bond instead, an amount that would have required the same out-of-pocket expense for the defendant.

Wearing a sleeveless T-shirt, sporting a large tattoo on his right shoulder, and in handcuffs, Boroweic kept his head down to avoid cameras as Hudock had him sign a full waiver of release, voluntarily agreeing to return to California.

Popilowski said he was in the process of speaking to the California prosecutor’s office to arrange for Boroweic to be picked up and transported back on Sept. 2.

Westporter’s Fraud Conviction Thrown Out

A federal appeals court has thrown out the 2008 criminal convictions of four former General Re Corp. executives including Westporter Robert D. Graham, a former member of the Westport Board of Finance and Planning and Zoning Commission.WestportNow.com Image

The former General Re executives and a former AIG official were accused of engaging in sham transactions. The 2nd U.S. Circuit Court of Appeals in New York, citing errors by the presiding judge at their 2008 trial, on Monday ordered a new trial for all five defendants.

It was unclear whether prosecutors will retry the case. Alan Vinegrad, a lawyer for Graham, who was convicted on fraud charges, said he was gratified by the decision.

Graham, 63, was sentenced in April 2009 to one year and one day in prison and fined $100,000. He has been free on $1 million bond pending the appeal. The sentence was to be followed by two years of supervised release. (See WestportNow April 30, 2009)

UPDATE Sharp-eyed Westport police officers today arrested a fugitive wanted in California on sex charges at the Westport Stop & Shop parking lot.

Police said Jean-Paul Borowiec, 38, was taken into custody by officers who spotted him while investigating another matter. Police sent a photo by cell phone to officers on the scene to help confirm his identity.

In May, Sonoma County California authorities issued a warrant with nationwide extradition for Borowiec for charges relating to sexual abuse of a minor. Last month, Westport police received word he may be in the area, a news release said.

During the course of the investigation, Borowiec was uncooperative and interfered with the officers’ investigation, police said.

Production personnel for a commercial feature film penned by actress and screenwriter Sarah Koskoff, a 1985 Staples High School graduate, applied to the Planning and Zoning Department today for a permit to begin shooting in Westport as early as Aug. 8.

Linda Peckel, location manager, and Susan Leber, production manager, made the application to the Administrative Review Committee (ARC) on behalf of co-producers Hans Ritter and Mary Jane Skalski and Hello I Must Be Going Productions.

They said they plan to begin shooting the film “Hello, I Must Be Going” at a private home in the Saugatuck Shores area overlooking the Saugatuck River. The home belongs to Sarah Koskoff’s parents.

Lightning Strike Zaps Home Electrical System

A lightning strike on a pine tree today wreaked havoc on the electrical system of a home at 4 Gordon Lane in Westport’s Greens Farms section, fire officials said.

“There actually was no thunderstorm in the area,” said Assistant Chief John Plofkin, noting that the strike was isolated.

In addition to blowing out bark from the pine in the rear yard, the strike, described as a blue flash by the home’s occupant, caused an electrical surge in the home, Plofkin said.

He said that the home’s electrical components from the pool filter system to cable service, including the phone and computer—even the invisible fence for the dog—were affected.
