A Westport lifeguard who allegedly placed mini-cameras inside the lifeguard shack at Burying Hill Beach was arrested Monday on 431 counts of voyeurism, 431 counts of eavesdropping and possession of child pornography, police said today.

Michael Collins, 29, of Arrowhead Road, turned himself in after learning there was an active warrant for his arrest stemming from an Aug. 14 Parks and Recreation Department report that two cameras had been found in the lifeguard shack.

During the investigation, it was learned that the cameras were placed inside the employee room by Collins,” said Lt. David Farrell. “The investigating detectives noted that the cameras were set up to video record other people without their knowledge or consent and under circumstances where they had an expectation of privacy.”

Farrell said that during the evening of Aug, 14, the Detective Bureau executed a search and seizure warrant at Collins’ residence in Westport.

“Recovered from the residence were sunglasses with cameras in them, laptop computers, DVD’s, thumb drives, and various other electronic and surveillance items which may be used to facilitate the illegal behavior,” Farrell said.

He said the electronic devices were forensically examined and found to have an extensive collection of both video and photographic images. Additionally, the forensic examination revealed images of child pornography.

Collins was released after posting a $75,000 bond and is scheduled to appear in Norwalk Superior Court on Thursday, Jan. 7.
