Police: Westport Uncle Had Heroin in Room with 2-Year-Old

Officers arrested a Westport man on drug and risk of injury to a child charges for having heroin in the same room as his 2-year-old nephew, police said today. Image

Danny Frazier, 38, of 1655 Post Road East, was arrested on a warrant at Norwalk Superior Court Thursday where he had appeared on another charge.

According to Lt. David Farrell, the Westport charges date back to an incident in December stemming from the report of a missing 2-year-old. It was learned at the time that the child had been taken by his uncle, Frazier.

“While the officers were in the home on the date of the complaint, they observed a clear plastic cigarette wrapper with a small amount of brownish powder inside on Danny Frazier’s bed,” Farrell said.

Police: Couple Held in Attempted Home Invasion, Threatening, Drug Possession

Officers arrested a Bronx, New York woman for trying to force her way into a Jonathan Lane home and threatening to shoot the homeowner while her boyfriend was nabbed for drug possession, police said today. Image

They said the woman, Cristin Towle, 35, was charged wit first-degree criminal trespass and threatening. Her boyfriend, Seneca Abreu, 40, was charged with possession of a controlled substance and drug paraphernalia afer he was found with 11 bundles of heroin and drug paraphernalia.

According to Lt. David Farrell, officers responded to Jonathan Lane, off Treadwell Avenue, around 11:30 p.m. Thursday following a complaint.

The two suspects were located a short time later on the property of 435 Riverside Ave. Towle told the officer she and her boyfriend were simply taking a walk. The victim had a different story.

Health Director on West Nile: ‘Don’t Panic, Take Precautions’

“It’s not unexpected,” Cooper said. “There’s no reason to panic because it happens every year.”

He added that the mosquito captured from a CAES collection point July 18 on North Avenue, one of two collection stations in town, “is the bird biting mosquito.”

“So, it takes a bit of time for it to jump into the mosquitoes that predominantly bite humans,” Cooper said. “But it will happen, and it will happen before the end of the summer.”

West Nile Virus Infected Mosquito Found in Westport

The Westport mosquito was captured July 18 at the state’s collection point on North Avenue, a news release said

Infected mosquitoes were also found in Greenwich, South Windsor, and Stratford, it said.

The latest infected mosquitoes were trapped from July 12 to July 19. More WNV positive mosquitoes were also identified in West Haven where the virus had been previously found in late June, the first this year.

Affordable Housing Redo Offers Westport ‘Breathing Room’

The state’s affordable housing statute 8-30g has long been the bane of local municipalities because it allows developers to override zoning regulations if a municipality does not have 10 percent of its housing stock deemed affordable. Image

Westport is one of those towns, and 8-30g has been on the mouths and minds of local officials for years. The fear is that an unscrupulous developer could use it to ride roughshod over zoning regulations by providing just a small percentage of affordable units.

In the meantime, towns have been seeking four-year moratoriums to reach the state mandated housing stock goal by way of points based on affordable housing units in place.

On Monday, concerns over 8-30g lessened, with 138 of the state’s 169 municipalities not at the 10 percent goal catching a break.

Domestic Violence Task Force Launches Salon Gift Drive

The Westport Domestic Violence Task Force (WDVTF) announced today the launch of a salon gift certificate drive to benefit women at two area Domestic Violence Crisis Center (DVCC) shelters.

The drive, which asks local salons to donate gift certificates for hairdressing and coloring, begins Tuesday, Aug. 1 and runs through Sept. 30.

“The women and children residing in these shelters have fled violent households, often with just the clothes on their backs,” said Police Lt. Jillian Cabana, WDVTF co-chair.

“Many women in these shelters have been out of the work force for a while and want to prepare themselves for job interviews, or they are looking to change their appearance to avoid an abuser,” she added.

Library Hosts Strategist Brian Reich on Aug. 7

Reich argues in his book that imagination makes the difference between projects that succeed and those that don’t, and is the key ingredient that transforms an idea from interesting into world-changing.

The lecture will be held at 7 p.m. in the Large Reading Room. The evening will also feature “imagination challenges” designed for all ages, to encourage the use of imagination and include questions, prompts, and directives, an announcement said.

Reich, partner at little m media, is a strategist and speechwriter for executive leaders at global brands, media companies, startups, nonprofits, political, and advocacy organizations.

House Approves Union Concessions Deal

The House of Representatives today narrowly approved the state employees’ concessions deal that is expected to save as much as $1.57 billion this fiscal year and next combined.

The Democrat-controlled House voted 78-72 almost entirely along party lines to endorse the deal.

The concessions package, which workers ratified earlier this month, tentatively is scheduled to go before the Senate on July 31.

Meanwhile, House and Senate Republican leaders objected to today’s vote. They argued that nonpartisan analysts — who hadn’t received all documentation from Gov. Dannel P. Malloy’s administration until last Friday — were unable to conduct a full review.
