RTM Committees Fault School Board for Ignoring Process

A Westport Board of Education $100,000 security audit request in the wake of December’s Newtown shootings drew harsh criticism tonight from Representative Town Meeting (RTM) committee members who said the school board violated process by handpicking Kroll Advisory Solutions instead of going out to bid.

Elaine Whitney, school board chairwoman, had come to discuss the merits of Kroll, whose $100,000 price tab had already been unanimously approved by the Board of Finance, only to find resistance from the RTM’s Finance, Education and Public Protection committees as to why the school board did not issue RFPs (requests for proposals).
Members had earlier criticized Schools Superintendent Elliott Landon for failing to consult Westport police before making the selection. He then belatedly brought in Police Chief Dale Call, Fire Chief Andrew Kingsbury and First Selectman Gordon Joseloff for discussions prior to the Feb. 13 Finance Board approval, promising the security study would be directed equally by police as well as educators. The Public Protection Committee voted 1 in favor to 0 with 4 abstentions to fund the security study. The Finance Committee voted 2 in favor, 3 against and 3 abstentions, and the Education Committee voted 2 to 1 to 2.
